In a strange incident from Patna district, Bihar, a residence certificate was issued in the name of a dog called "Dog Babu." The document quickly went viral on social media, drawing criticism and raising concerns about the functioning and security of the Right to Public Services (RTPS) portal.

The certificate mentioned Dog Babu as a resident of Masaurhi and even included a dog’s photo in the top corner. The parents were listed as ‘Kutta Babu’ (father) and ‘Kutiya Devi’ (mother), further shocking many people.

Authorities Take Action, Case Registered

The Patna district administration confirmed on Monday that the unusual certificate had been cancelled. Officials also said that an FIR had been filed against the person who applied for the certificate, the computer operator, and the officer who approved it.

In a statement posted on social media platform X, the Patna administration said, “In the Masaurhi area, a case was found where a residence certificate was issued in the name of Dog Babu. The document was cancelled immediately. A police case is being filed against the applicant, the operator, and the approving officer.” A high-level investigation has also started. The Sub-Divisional Officer (SDO) of Masaurhi has been asked to carry out a full probe and report back within 24 hours. Officials said those found guilty will face strict disciplinary action.

Political Reactions and ECI Update

Political leader Yogendra Yadav from the Swaraj Party criticised the Bihar government for the incident. He connected the error to the ongoing Special Intensive Revision (SIR) drive, which is being carried out by the Election Commission of India (ECI) to update voter records.

In his post on social media, Yadav said, “See this for yourself! On 24 July in Bihar, a dog got a residence certificate. This same type of certificate is being accepted under SIR, while Aadhaar and ration cards are being called fake. Just look at it—name: Dog Babu, father's name: Kutta Babu, mother's name: Kutiya Devi, address: Kaulichak Mohalla, Ward 15, Masaurhi. Certificate number: BRCCO/2025/15933581.”

Meanwhile, the ECI reported that over 7.24 crore voters in Bihar submitted their forms during the SIR campaign, which ran from June 24 to July 25. This amounts to a 91.69% participation rate out of the state’s total 7.89 crore registered voters. The ECI called the campaign a huge success, saying it helped improve the accuracy of the voter list in preparation for the upcoming assembly elections.
